Spain’s Housing Ministry set new reporting rules for the 2026-2030 national housing plan on 6 November. Order VAU/1167/2026 was published in the Official State Gazette.

The order tells regional housing bodies how to record spending, work and results under the plan. It also covers the cities of Ceuta and Melilla.

The rules put into use parts of Royal Decree 326/2026, dated 22 April. That decree set the legal and funding terms for the plan’s aid and other housing measures.

One tool for the whole plan

Each region must keep a set of data in a shared digital tool. The same duty applies to Ceuta and Melilla.

The tool will use one main scorecard. It will hold details on how the plan is run, how much is spent and whether targets are met. It will also show expected progress.

The data must include how many requests for aid arrive. It must show how many people and groups receive help. Regions must also list the work that gets funds, including the number of homes involved.

The order sets the form, dates and pace for sending the data. It adds measures that will show whether goals are being met and public funds are being used as planned.

Reports and checks

Regional bodies must use the figures to make reports every quarter and each year. The data will also support reports to the Housing Advisory Council on how the plan is run and judged.

A new certificate system adds another check. The bodies that manage the aid must confirm that funded work meets set duties. They must supply records and certificates for the money and actions they report.

The order says the checks aim to make control of public funds stronger. They also aim to make sure the terms of Royal Decree 326/2026 are followed.

The same measures will support later work on results and social impact. That work will look at whether funded action helps people gain and keep a decent home.

The order is dated 4 November. It appears in BOE issue 277 and runs from pages 149270 to 149287.
