Urda victims can now seek €30 million state aid package
The window runs from Friday 6 November to 5 February 2027. The €30 million fund offers cash aid, early payouts and help at home.
The Transport Ministry opened the state aid fund on Friday 6 November. People hit by the Urda rail crash can apply until 5 February 2027.
The crash took place near Urda, in Toledo province, on 28 October. It killed 69 people.
Cash aid and early payouts
The state fund is worth €30 million. It gives cash aid and early payouts from future civil claims.
Each death brings aid of €72,121.46. Aid for injuries runs from €2,404.04 to more than €84,141.7. The sum depends on how grave the harm was. The fund puts €15.3 million into urgent aid. A further €15.3 million is for early payouts.
Cash aid does not have to be paid back. It is free of tax. It can also be paid with other aid and sums due under civil claims.
The Council of Ministers backed the plan under Royal Decree-law 32/2026 on 3 November. The Ministry can extend the claim period when there is a sound reason. It can do so on its own or after a request.
Ways to apply
People can apply in person or on the Transport ministry website. The site has claim forms, a guide and answers to common questions.
Only key papers need to be sent in. With consent, the state can get the rest of the data through its own checks.
Aid desks are open in state offices where those hit by the crash live. Staff can help with forms, papers and each step in the claim.
People who cannot travel due to poor health or low mobility can get help at home. The service is open across Spain through the La Administración Cerca de Ti scheme.
All eight state Sub-delegations in Andalusia have set up this help. Cádiz also has a desk for victims and their families.
The government says the plan is like the one used after the Adamuz rail crash in Córdoba. That crash killed 46 people. Its aid plan also had cash grants and early payouts.
The decree also changes some social benefits. Some pensions and other aid tied to the crash will count as work accident claims. This will apply when it gives the person a higher sum. Cádiz officials say the change is automatic and can cover past claims.
