Russia puts Japan Tobacco shares under interim outside control
The Kremlin has named Promyshlennye Aktivy JSC to manage the shares in the group’s plants in Russia. The move falls under rules set up in 2023.

Russia’s president has put Japan Tobacco Inc.’s shares in its plants in Russia under interim outside control. The Kremlin set out the move in a notice issued on 5 November 2026.
The order names Promyshlennye Aktivy JSC to run the shares for now. The Kremlin says the firm has links to the state.
The change falls under order No 302, dated 25 April 2023. That earlier order set up rules for interim control of certain assets.
The Kremlin says the list covers property, securities and stakes in firms registered in Russia. It also covers property rights. The new order adds the tobacco group’s shares to that list.
